According to international studies, Taiwan's fossil fuel subsidies in the power system amount to about 0.3% of GDP, which is higher in most developed countries. When external costs are included in the calculation, Taiwan's total fossil fuel subsidy reached 2.1% of GDP in 2011, a higher percentage than South Korea (1.6%), Singapore (1.23%), and Japan (0.78%).

This research project proposes the following two research goals:
1. Assess the amount and flow of fossil fuel subsidies in Taiwan and their negative impact on society and the environment.
2. Develop a strategy for Taiwan's fossil fuel subsidy reform, including its relevance to energy taxes, energy price adjustment mechanisms, and power market reforms.

The promotion of Taiwan's follow-up fossil fuel subsidy reform policy should start with making fossil fuel subsidy projects, amounts, and uses public and transparent, and jointly review whether each subsidy has its benefits.
